Minor time bug with xml output

The xml output seems to be adjusting timestamps by one second (horror of horrors...)

.desc file contains:

< meta http-equiv="Last-Modified" content="Fri, 31 Dec 1999 12:00:00" >

xml output contains

< pubDate >Fri, 31 Dec 1999 11:59:59 UTC< /pubDate >

You might find it is a rounding issue. We'll have a look at it before the next patch release.
